DAYTON, Ohio - Backed by business leaders, churches, new policies and political will, the city of Dayton adopted an official plan to welcome immigrants nearly three years ago. The programs and lessons learned so far there will likely be a guiding framework as  a Cincinnati task force works to join the growing number of Midwest cities eager to attract more immigrants in the race to rebound from the recession and boost business.
